need suggestions on non-responsive board members

A government (city) takeover is never a good answer to a problem like this. If parents have no say now, how much do you think they will have when a political bureaucracy is running the show?

I would not be a part of any youth sports organization that will not open its board meetings to parents.

If the Board is elected, impeach the rascals!
If they are paid, fire the bums!
If they are appointed, impeach or fire the negligent appointer. Replace him or her with someone of ethics and integrity, and make sure his/her board appointments are acceptable.

You must band together with like-minded parents, coaches, board members, etc. GET INVOLVED!!! Don't just complain on the internet.

Sounds to me like you may be one of the few remaining places on the planet without a youth soccer league. One of those opening in your area will also help the problem. In that instance, the board will either clean up their act or the league will cease to exist.

Again I beat my "football will die if we don't clean up our act" drum as I have so often since finding this site in August, 1998. I am growing less optimistic with each new posting about boneheaded leadership.
