High school rule question

Can anyone explain this one to me? I've requested an interpretation from my state association rules interpreter, but so far I've received no answer.

How in the world do you score a team error and how do you track it in the records? It appears that NFHS is allowing High School scorers to mark mental errors. I have no problem with doing that, but would like to know how it is expected to be recorded.

NFHS Rule 9-5, Art 5... An error is charged against a fielder or team for each misplay that prolongs the time at bat of the batter or the time a player continues to be a runner, or permits the runner to advance one or more bases.

NFHS 9-5-5(d) a fielder is not charged with an error for accurately throwing to a base whose baseman fails to stop or try to stop the ball, provided there was good reason for the throw. If the runner advances because of the throw, the error is charged to the team or fielder who should have covered that base.

NFHS Casebook, rule 9.5.5 SITUATION B: B1 hits a pop up behind second base that could easily be caught by either F4 or F6. The ball is not caught. Ruling: since the ball should have been caught, it is a team error and not a hit.

NFHS Casebook, rule 9.5.5 SITUATION C: R1 on first base attempts to steal second base. F2 makes throw to second base that should have been caught, but neither F6 or F4 was at the base to receive the throw. Ruling: This is a stolen base and a team error if R1 advances at least to third base on the play.
