Covering Second Base

Hey Gang,
I've enjoyed this discussion regarding shifts. It's got me thinking about infield postions and responsibilities.
I would like to hear some opinions on the interplay between the Little League Short Stop and Second Baseman in regards to covering second base. I understand the basic rule that one of these two covers second base if the ball is hit to the other side. It makes perfect sense. What is not obvious, however, is who covers second on steals. Which player should take the throw through from catcher?
I tend to assign this resonsibility to the Short Stop, at the Little League level. I know, however, that at the higher levels it is not that cut and dry. Coverage duties, in Leagues where runners can lead off, become more complex. The player who moves to cover second can be moving out of good fielding position. Percentages come in to play as to which player should cover second.
I would appreciate hearing your relevant thoughts and ideas as they apply to Little League play.
