9 year olds trying out for major leagues

my local little league park will not allow 9 year old players to try out for our major league program even though all other parks in my city will. little league guide lines for the allowed age for major league players are ages 9-12. I would certainly welcome ALL comments concerning this rule. I believe that if a child, in this case male has the ability to play at the major league level and meets the age criteria they should be given the opportunity to try out and let the coaches dicide if they wish to draft someone that is 9 years old. HELP!
