Mandatory Play/Subsitution Rule

By: Randy Dykstra

Actually the minimum play regulations in 99 does not say "consecutive" see reg IV (i)......but due to the re-entry rule...3.03 (2) the starter cannot re-enter until sub has played 6 consecutive outs. Now if you allow free substition then you don't have the re-entry rule.

I'm personally in the middle of a battle right now...over playing time rules.

I fighting against a rule that takes up 2/3 of a page to print (8.5x11).... contradicts itself and leaves the rule open to interpretation.....

I myself like simple concise rules..... like... (for minors)

1. Every player shall be in the batting order and free substitutions will be allowed on defense.
2. Every player must play 9 defensive outs.

if you are worried about short games.... called do to dark, time etc Number two 2 can be expanded.... For full 6 inning game every player must play 9 defensive outs, for anything less 6 defensive outs are mandatory.

Simple, direct, hard to confuse, can only interpret one way.... Numbers can change use 12 and 9 if you want....

I would suggest trying to get 50% play time or more by using at minimum 9 outs.

tt will be a difficult taks to get Majors to BAT entire line-up and therefore you have to abide by the re-entry rule ... you must have 2 consecutive innings because subs can't re-enter
